By the given limited powers one can give or take away Reps points from others For eg : An Mayor Can Add +1 to +30 to any person OR take Away -1 to -30 Only with proper reasons.

So keep adding Reps Points to your Loved Ones Are Warn Persons with -ive Reps. And have fun
